We are currently in Phase 2. This phase includes developing a draft Concept Plan that addresses as many issues or concerns as possible from what we heard in Phase 1.
Once all studies are complete, we will engage the community again prior to the public hearing for rezoning.

Planning Process


This proposed development is currently within the initial stages of the planning process. Prior to any concept plans being developed, the project team must first address the land use designations of the site. 

The Town of Canmore Municipal Development Plan (MDP) works to integrate the community’s vision with municipal planning and decision-making, and align land use decision-making processes with the Town’s commitment to sustainability, which includes:

In order to realize the vision for this development, the project team will apply for an amendment to both the Town of Canmore MDP and the Land Use Bylaw (LUB). These amendments would create a new Direct Control District for this location and allow the project team to move forward with the proposed health and wellness facility.

A Direct Control (DC) District is a zoning tool that can be tailored to the specific site context and desired built form for more certainty in the development process. The Municipal Government Act enables Councils to control the use and development of land or buildings using this type of zoning. For the Town of Canmore, this means Council approves a specific use or uses for a site or area, along with a set of development regulations ranging in detail from very prescriptive to very broad and aspirational.

Within the Town of Canmore MDP, the property is designated as Community Open Space and Recreation. An amendment will be sought to change the designation to Tourist Services.

The existing zoning of the land under the Town of Canmore Land Use Bylaw is FD (Future Development) District, the purpose of which is “To designate land that is potentially suited for future urban uses including subdivision and development”. The future DC District would be in alignment with the MDP and other applicable Town of Canmore policies and standards.

The process for applying for an amendment to the MDP and LUB includes three phases:

  • Phase 1 – Undertake technical studies, mapping and models
  • Phase 2 – Engage with the community and stakeholders in developing concept options
  • Phase 3 – Draft policy amendments for Council’s review and approval

The development will only be confirmed once Phase 3 has been completed and the amended policy approved
